Michael Lawler is Chief Executive Officer of Redwood Family Care Network, an organization fundamentally committed to the philosophy of; The people we serve always come first. As the premier provider of supportive care with community and residential services for individuals with developmental disabilities. Redwood stands apart through comprehensive quality programs intended to promote health, safety and independence.  Michael continues his mission and values-driven approach to providing access to care for the broad population of individuals in need.

Prior to joining Redwood Family Care Network; Michael served as President and CEO of Pinnacle Treatment Centers, a leading national provider of SUD addiction services. He joined the Pinnacle team with the belief that we must support those who may not be able to support or have a voice for themselves.

Previously, Michael served as CEO of CHE Behavioral Health Services, where he spent 7 years as a seasoned operator, adding to his more than 30 years of healthcare experience. CHE provides both Psychological and Psychiatric services across a broad spectrum of care sites including physical operations at 1,400 facilities. Additionally, CHE provides outpatient telehealth services nationally for Psychiatry and Psychology solutions for those with catastrophic disease.

Michael began his career in healthcare at Apria Healthcare with 14 years of service, a national DME, home care and pharmacy services provider in a variety of operations and sales roles culminating as VP of Field Operations. He later moved to Alliance Healthcare Services, a national provider of medical and diagnostic imaging including Medical/Radiation Oncology treatment solutions, where he spent 6 years as VP of Field Operations. He later became the COO of TwinMed, LLC for 7 years, a national medical supplies and services company supporting skilled care, assisted living hospice, outpatient surgery and dialysis centers.

Outside of Michael’s direct operational roles he has served on several healthcare and charitable boards. He continues to be extremely active with legislative activities at both the state and federal level. Michael’s personal life is spent enjoying time with his family, travel, culinary experiences and giving back to the community he serves.

Anthony (“Tony”) Kueter serves as Chief Operating Officer of Redwood Family Care Network, where he leads multi-state operations focused on delivering high-quality services and supports for individuals with intellectual and developmental disabilities (I/DD). Since joining Redwood in 2021, Tony has played a key role in strengthening operational excellence, driving strategic growth, and building scalable systems that enhance quality, compliance, workforce development, and financial performance across the organization.

Prior to joining Redwood Family Care Network, Tony served as Chief Operations Officer at People’s Care, where he spent more than 13 years leading operations through a period of significant growth and transformation. Under his leadership, the organization expanded its service capabilities while improving quality outcomes, operational consistency, and the overall experience of the individuals and families it supports. His leadership philosophy centers on creating strong operational systems, empowering leaders, and maintaining a steadfast commitment to a “People First” culture.

Before entering the human services field, Tony built a 21-year career with UPS, where he held a variety of progressive leadership roles after entering management in 1989. His experience at UPS provided a strong foundation in leadership, operational management, process improvement, and organizational development—principles that continue to shape his leadership approach today.

Throughout his career, Tony has been passionate about building organizations known for operational excellence, exceptional quality, and a people-centered culture. He is committed to developing high-performing teams, driving sustainable growth, and ensuring that every operational decision ultimately improves the lives of the individuals Redwood supports.

Outside of work, Tony is most proud of his family. He and his wife have been married for over three decades and are the proud parents of four sons. His family remains his greatest source of inspiration, strength, and purpose.

Bringing in 40+ years of experience, David has spanned a career working around entrepreneurial environments, building company finance, HR and IT infrastructures as well as developing and growing teams. Rarely content with the status quo, David’s continuous drive directs a rare blend of abilities to clients’ advantage. Combining acute business foresight with practical strategies, he charts an astute course through all financial climates. Identifying directions and strongest offerings, David propels businesses towards growth during critical times. He is technologically focused, and is adept at building and streamlining business processes, identifying cost optimizations and revenue enhancements, as well as constant evolving of best practices.

David also prefers opportunities where he can make a difference, well beyond the numbers, where human capital is prioritized.

A native Californian living in Santa Monica, and an alumnus of the University of Southern California (a second-generation Trojan). David is a Certified Public Accountant (inactive) in the State of California.

Michelle Mainez is the Senior Vice President of Strategy & Quality for Redwood Family Care Network, steering enterprise-wide strategic initiatives to advance the organization’s mission of delivering world-class, person-centered services. A seasoned leader with more than three decades of experience in health and human services, Michelle has dedicated her career to innovating quality support systems for individuals with intellectual and developmental disabilities.

Having previously served as Chief Operating Officer and Executive Director within the organization, Michelle now focuses her expertise on strategic growth and empowering the next generation of healthcare leaders. She holds a Master’s degree in Rehabilitation Counseling from California State University, San Bernardino. Dedicated to community and family, Michelle balances her executive responsibilities with local volunteer work, bringing a blend of humor, heart and passion to everything she does.

Michael Spivak is Senior Vice President of Mergers & Acquisitions at Redwood Family Care Network, where he leads the company’s national acquisition strategy. He is responsible for identifying and evaluating partnership opportunities, leading transaction execution, and helping integrate new organizations into the Redwood family while preserving the cultures and missions that make them successful.

Michael brings more than 25 years of experience in corporate development, private equity, and healthcare services. His expertise spans every stage of the acquisition process, including strategic sourcing, valuation, financial and operational due diligence, negotiation, transaction structuring, and post-closing integration. Throughout his career, he has completed more than 150 transactions representing over $1 billion in aggregate transaction value.

Prior to joining Redwood, Michael served as Director of Mergers & Acquisitions at DaVita, where he led acquisitions across the United States and played an important role in expanding the company’s national footprint. Earlier in his career, he worked in private equity with Albion Investors and JPMorgan Partners, where he focused on investments, portfolio management, and fundraising.

Michael earned a Bachelor of Science in Accounting from Yeshiva University and is a Certified Public Accountant (Inactive).

A personal connection to the intellectual and developmental disabilities (I/DD) community inspires Michael’s work and reinforces his belief that successful partnerships begin with shared values. He is committed to building lasting relationships with provider organizations and believes the strongest acquisitions are those that preserve exceptional care, support dedicated employees, and create greater opportunities for the individuals and families served.

Brian joined Redwood Family Care Network, Inc. in 2021 and currently serves as the Vice President of Mergers & Acquisitions. With over 25 years of experience in business development, finance, and mergers & acquisitions in the healthcare industry, Brian is an innovative individual recognized for developing national business relationships, leading organizational change and operational improvements.

As an industry leader, Brian is focused on relationship building, the development and execution of growth strategies, and generating new business opportunities. Before joining Redwood Family Care Network, Inc., Brian was the Vice President of Business Development for D&S Community Services LP, a regional, home and community-based health and human services provider with over $200 million in revenues based in Austin, TX. He was responsible for leading the growth initiative throughout the Southeast.

Prior to his position at D&S Community Services, LP, Brian was a Director of Mergers & Acquisitions at Civitas Solutions, Inc., a publicly traded, home and community-based health and human services provider with over $1.3 billion in revenues. Brian partnered with executives and operating unit leaders to develop, lead, and execute on acquisition growth strategies for Civitas Solution’s portfolio of businesses.

Brian holds an M.B.A. in Finance from the Johnson Graduate School of Management at Cornell University and a B.A. in Philosophy from Boston College.

Brian Snodgrass is a human resources executive with over 25 years of experience specializing in talent acquisition, employee experience, and people operations. He has spent 16 years of his career in the healthcare sector, holding key leadership roles with companies like Longs Drugs, CVS, and Carbon Health. Brian has a passion for facilitating great culture and leadership development, and he loves seeing people grow in their careers and achieve more than they ever imagined.

Reflecting on his decision to join RFCN, Brian shares: “I chose to come to RFCN because I wanted to work for a company that truly makes the world a better place. The mission here aligns perfectly with my own personal values, and I am proud to lead a people strategy that supports the dedicated teams delivering care to our communities every day.”

Outside of work, Brian has four children and enjoys spending time with his family and being active in the outdoors.

Bryan Maravilla brings with him 15+ years of experience in technology. His other professional experience includes website development, graphic design, software development and sales, project management, and experience as a creative director. He studied at DeVry University (Pomona Campus) with a bachelor’s in business information systems (BA BIS).

Bryan was appointed the Vice President of Information Technology in 2017, a year after joining People’s Care, now Redwood Family Care Network. In this role, Bryan is responsible for the strategic direction and execution of all IT operations. He has direct oversight for all information systems and drives optimization and efficiency across the company. He puts customer service at the forefront of the department’s operations and has a good understanding of bridging employees to technology.

Sharon is a strategic Senior Finance & Operations Leader with over 16 years of dedicated service specializing in the California I/DD Regional Center system. She holds a Bachelor of Arts from the University of Washington. Her deep business acumen was forged over 12 years of owning and operating two successful restaurants—a foundational experience that shaped her sharp operational and financial perspective.

An expert in Revenue Cycle Management (RCM), rate engineering, and Title 17/22 fiscal compliance, Sharon spent nearly a decade in foundational roles at Inland Regional Center (IRC). Currently, as the Senior Director of Contracts and Revenue at Redwood Family Care Network (RFCN), she oversees multi-state contract and rate management, lease portfolios, and revenue growth initiatives. Acting as a strategic liaison between Operations and Finance, she supports financial performance and regulatory compliance across CA, WA, AZ, MN, ID, and NV. Driven by a passion for advocacy, she also serves as the Vendor Advisory Committee (VAC) Chair for Residential Services at IRC.

Dedicated to serving others beyond the office, Sharon is deeply involved in community outreach. She actively champions local non-profits, including the Hana Choir Ministry supporting global mission work, and initiatives providing groceries to unhoused individuals and low-income families. Guided by her love for mentorship, she also volunteers her time teaching Sunday School.

Above all, Sharon is a proud mother of three daughters. To recharge, she loves traveling the world with her family, immersing herself in new cultures and cuisines, and drawing energy from their shared adventures.

Serena Rojas is a dedicated Human Services professional with more than 20 years of experience supporting individuals across a diverse range of service areas. Throughout her career, she has remained passionate about helping others and creating meaningful opportunities for the individuals and communities she serves. Her approach is rooted in compassion, collaboration, and a strong commitment to providing quality support that makes a positive and lasting impact.

Serena values building strong relationships and believes that continued learning is an important part of both personal and professional growth. Outside of work, she enjoys spending quality time with her family, exploring new interests, and finding opportunities to broaden her knowledge and perspective.

Ghoribet Tan, CPA, is the Corporate Controller of Redwood Family Care Network. She brings over 15 years of finance and accounting leadership experience, with expertise in financial reporting, budgeting, forecasting, audit coordination, compliance, system implementations, and team leadership.

Throughout her career, Ghoribet has focused on assessing processes, identifying opportunities for improvement, and implementing efficiencies that strengthen reporting, internal controls, and operational performance. She has overseen consolidated financial reporting across multiple subsidiaries, coordinated year-end audits and external audit relationships, and contributed to system migrations and ERP implementations. Her experience also includes supporting acquisitions and other corporate transactions.

Prior to Redwood, Ghoribet held corporate accounting leadership roles, where she managed a team of 40 professionals across finance and programming and led financial consolidation, compliance, and cross-functional system initiatives. She also served as Director of Webstore Operations and helped design a proprietary ERP system tailored to her previous company’s business workflow, managing the project team and overseeing user acceptance testing. Her public accounting background includes audit engagements at BDO USA and Rothstein Kass across a range of industries, including consumer products, manufacturing, real estate, and commercial services.

Ghoribet is an active Certified Public Accountant and a member of the American Institute of Certified Public Accountants (AICPA). She earned her Bachelor of Science in Accountancy and Business Administration from the University of Southern California and completed international business studies at the Hong Kong University of Science and Technology.

Originally from New York, Karre began her special education career at the New York School for the Deaf. Her commitment to behavioral health eventually led her to relocate to California.

Since 2008, Karre has overseen strategic planning and leadership for CBEM’s critical (crisis) intervention services. As President, she has built high-performing teams and established enduring stakeholder partnerships, prioritizing collaboration and diverse perspectives to ensure organizational prosperity. This mission is anchored in the vital importance of Applied Behavior Analysis, comprehensive mental health support, proactive prevention, and dedicated post-crisis follow-up.

Karre holds a Master’s in Special Education from San Francisco State University and an undergraduate degree from the University of Arizona. A Board Certified Behavior Analyst (BCBA) trained at the Florida Institute of Technology, she is motivated by a genuine care for the families CBEM serves.

During 13 years at BCRC, Karre developed extensive expertise in Applied Behavior Analysis (ABA) supporting individuals with diverse developmental needs. She also spearheaded the mission’s expansion by launching a new BCRC branch in Hawaii.

CBEM’s dedicated team delivers compassionate, community-based care, fostering a collaborative environment that celebrates individual strengths to ensure the high-quality service our communities deserve.

Bobbie Scott is an experienced leader with over two decades of experience supporting individuals with developmental disabilities. Bobbie has served in leadership roles as a vendor within various Regional Centers. Currently serving as the Operations Director of Crisis Services, Bobbie’s journey began with a strong commitment to empowering individuals with developmental disabilities.

Throughout her career, Bobbie has been dedicated to serving in leadership positions across a spectrum of services, from day programs to group homes. Bobbie’s dedication to the field has positively impacted the lives of those she serves. In 2019, she embarked on a new chapter with CBEM, initially as the Program Director for CBEM’s Stockton location; and then moved into the role of Regional Director, and is currently serving as Operations Director.

In addition to developmental disabilities services, Bobbie has also spearheaded a housing first program designed to address the unique needs of chronically homeless individuals living with HIV & Aids in Long Beach, California.

Bobbie holds a graduate degree in Marriage & Family Therapy, as well as a graduate degree in Psychology with a focus on Industrial/Organizational psychology. Bobbie is also working towards completing a doctorate degree in Clinical Psychology.

In her spare time, Bobbie enjoys channeling her passion into home renovation projects, trying her hand at gardening, and raising her three children.

Dr. Regueiro is a licensed clinical psychologist with over 10 years of experience providing comprehensive psychodiagnostic evaluations as well as behavioral health consultations in a variety of settings, including primary care, children’s hospitals, pediatric rehabilitation hospitals, child/adolescent psychiatric hospitals, academic medical settings, pediatric specialty clinics, community mental health clinics, and crisis intervention settings. Dr. Regueiro has served in a variety of leadership roles throughout her career, including as the pediatric psychology consultation/liaison coordinator for the faculty medical group at her local academic medical center.

Dr. Regueiro is a published author and researcher. She is currently the primary investigator of a qualitative research project designed to gather data regarding the readiness of Spanish-speaking masters-level counseling psychology students to provide Spanish-language services to Spanish-speaking clients. The project is being funded by an awarded grant, CBU IRG-2627-013. Dr. Regueiro is a sought-after conference presenter and speaker, and regularly presents at both local and national conferences.

Dr. Regueiro earned her doctorate in clinical psychology through Biola University’s APA-accredited PsyD program and also completed an APA-accredited internship in child and adolescent psychology at Philhaven Hospital. After earning her doctoral degree, Dr. Regueiro completed a formal post-doctoral fellowship in pediatric psychology at Loma Linda University School of Medicine. Dr. Regueiro is licensed in the state of California and is credentialed by the National Register of Health Service Psychologists. She is a core faculty member at an APA-accredited doctoral clinical psychology program, where she also serves as the diversity coordinator and is in the process of developing a new health psychology elective.

Dr. Regueiro enjoys spending her evenings and weekends with her husband, attending live music events, gardening, and actively participating in local animal rescue efforts. She is a voracious reader and drinks copious amounts of coffee and herbal tea, regardless of the season.

Les Parker joined Redwood Family Care Network as Vice President Operations for all Community Living operations across the Redwood portfolio, bringing 28 years of progressive leadership experience across the IDD and Community Living field. Having served in nearly every role—from DSP, QIDP, Executive Director to Regional Director and Vice President—Les has led programs in Texas, Washington, Nevada, Arizona, California and now Minnesota and Idaho. His expertise spans HCBS, ICF, and specialized residential services, with a strong record of zero-deficiency surveys, program growth, and high satisfaction among individuals served and staff. A seasoned operator and advocate, Les has consistently exceeded financial targets while enhancing service quality through innovative strategies and people-centered leadership.

As a thought leader, Les has contributed to statewide workgroups and legislative advocacy efforts to strengthen IDD services and elevate the DSP profession and advocacy for persons served. He holds a Bachelor of Science in Psychology from the University of Mary Hardin-Baylor and is a decorated U.S. Army veteran. Les is dedicated to building high-performing teams and advancing a culture of compassion and excellence.

Outside of work, he enjoys coaching youth sports and spending time outdoors with his family.

Marissa Marti brings more than a decade of leadership experience in health and human services, regulatory compliance, and program operations to her role as Regional Director. She has led regional programs supporting children, adults, and families with complex needs, consistently prioritizing trauma-informed care, operational excellence, and high-quality service delivery.

Marissa holds a Master’s degree in Psychology and has directed large-scale program expansions while implementing strategic workforce development initiatives across a variety of service settings. She is known for her collaborative leadership style, commitment to person-centered practices, and her ability to foster high-performing, mission-driven teams.

Outside of work, Marissa enjoys traveling to new destinations and spending quality time with her husband and family.

Kaitlyn Corley serves as the Regional Director for Washington and Idaho, bringing more than a decade of leadership experience in Health & Human Services. Throughout her career, she has worked across a variety of service settings, including hospitals, behavioral treatment centers, and residential programs supporting both children and adults with intellectual and developmental disabilities. Her passion for serving others began after high school while serving with AmeriCorps NCCC, where she discovered a lifelong commitment to making a meaningful impact in people’s lives.

Kaitlyn joined SAILS Washington in 2020 as an Operations Director and quickly advanced into a regional Compliance Director role, providing oversight across Washington and California. Following Redwood Family Care Network’s acquisition, she continued supporting multi-state operations before being promoted to Regional Director. Today, she provides executive leadership for operations across Washington and Idaho, overseeing Supported Living, In-Home Care, and Vocational Services while leading strategic growth, operational excellence, regulatory compliance, and leadership development throughout the region.

Kaitlyn studied Psychology at Utah Tech University (formerly Dixie State University) and has built her career around developing high-performing teams, improving systems, and creating exceptional outcomes for the individuals and families Redwood serves. She is passionate about empowering leaders, fostering innovation, and building organizational cultures grounded in integrity, continuous improvement, and people-first leadership.

Outside of work, Kaitlyn enjoys home design and renovation projects, photography, travel, and exploring the Pacific Northwest. She is also an avid reader and enjoys writing fantasy fiction in her free time.

Debra Quiroz serves as the Regional Director for Arizona, bringing more than three decades of leadership experience in Health & Human Services. She has dedicated her career to supporting children and adults with intellectual and developmental disabilities in achieving meaningful, fulfilling lives. Her professional experience spans a variety of settings, including residential group homes, day programs and in-home support services, working closely with individuals, families and interdisciplinary teams to provide compassionate, person centered care.

Deb earned her Bachelor of Science in Corrections and Social Welfare from Minnesota State University – Mankato, formerly Mankato State University. Her education combined with decades of hands-on experience has equipped her with strong leadership, communication and problem solving skills. She is passionate about making a difference in the lives of others and remains dedicated to advancing high-quality, compassionate services that support individuals, families and communities.

Most of Deb’s time spent outside of work is focused on her family, crafting and true crime documentaries.

Melissa Wirth brings an extraordinary 30 years of dedicated experience to her role. Her journey in the field began as a Direct Support Professional (DSP), advancing through every level of leadership over three decades with the organization and its legacy partners. Through this hands-on career, Melissa has developed deep expertise in program operations, compliance, strategic expansion, and building strong community relationships.

Building passionate, high-performing teams is the cornerstone of Melissa’s leadership. Driven by a lifelong passion for helping others, she finds immense reward in watching both the individuals she serves and her staff grow in their confidence, skills, and independence.

Outside of work, Melissa’s absolute favorite role is being a proud hockey mom. She spent years happily managing year-round rink schedules for her two sons; her oldest has since graduated with a trade school diploma in Construction Electricity and works for a local river outfitter, while her youngest is moving on to play junior hockey. Married to her husband since 1999, she loves to travel, spend time with their two dogs, and head to their cabin on Lake of the Woods—the “Walleye Capital”—chasing after that next trophy catch.

Kayava brings more than 15 years of experience in human and social services and a deep commitment to collaborative leadership, team development, and delivering exceptional support to individuals with intellectual and developmental disabilities. Her leadership philosophy centers on building mission-driven teams that operate with innovation, accountability, and a strong person-centered focus, ensuring the individuals and families we serve receive the highest quality support possible.

She holds a Bachelor of Arts in Sociology from California State University, San Bernardino, and has also been actively involved in legislative advocacy through the Inland Empire Caucus in collaboration with the California Disability Services Association. Through this work, Kayava has helped elevate awareness and advocate for resources that strengthen services and opportunities for individuals with disabilities and their families.

Throughout her career, Kayava has successfully led multidisciplinary teams, developed innovative programs, and championed initiatives that expand access to services and strengthen community support systems. She is passionate about empowering teams, fostering inclusive collaboration, and driving meaningful progress that improves outcomes for the people we serve.

Outside of her professional work, Kayava enjoys hiking, dancing, and spending time with family and friends, activities that help keep her grounded and energized as she continues her mission-driven work in our field.

Kayava joins us at an exciting time as we continue working together to raise the bar for quality, strengthen our teams, and deliver world-class services across our organization. I am confident she will be a strong leader and partner as we continue striving to be the best provider in the industry.
