Anthony (Tony) Kueter, is the Chief Executive Officer for Redwood Family Care Network (as of April 1, 2022), which is the parent company for People’s Care and Sails Group.

Tony started his career at People’s Care in 2008 as the Chief Operations Officer and held this title for the past 14 years. During this time, People’s Care experienced exceptional improvements in service and support delivery to people with I/DD, which in turn has resulted in substantial growth within the business. Our results have been related to solid leadership, creation of systems and processes that are directly tied to the success of the people we support and fostering a culture of “People First.”

Prior to coming on board with People’s Care, Tony spent 21 years at UPS. He started his first management assignment at UPS in January of 1989 and has been managing ever since. Tony worked his way up the ladder at UPS due to his hard work, ethical standards, and leadership abilities. UPS provided Tony with exceptional management, business, and people skills trainings over the years; UPS was a driving factor for Tony’s success and taught him how to be an effective leader.

In business, Tony’s greatest success has been creating a brand at People’s Care that represents “Quality Service and People First.” Tony is extremely excited to continue building this brand under the Redwood family name. In Tony’s personal life, he is most proud of his family. This includes his wife of 28 years and four boys. His family serves as his rock, his inspiration, and his foundation.

Michelle Mainez was named the Chief Operations Officer for Redwood Family Care Network in April 2022. Michelle contributes more than 27 years of experience in the health and human services field serving in various leadership capacities. Michelle has a proven track record in development, delivery and growth of high quality supports and services for individuals with intellectual and developmental disabilities across the lifespan.  Michelle has a longstanding commitment to create pathways of opportunity and development for aspiring leaders in the health and human services field.

Michelle originally joined People’s Care as the Executive Director of Community Engagement and Development and expanded her role with the establishment of Redwood Family Care Network in June 2021. Michelle was responsible for the agency’s legislative advocacy and community relations. She established and Co-Chaired the Retention and Culture Committee and led marketing, branding, communication, and many agency initiatives. She provided guidance to operation leaders and partnered with regulatory agencies on new development, project management, facility maintenance and focused quality improvement needs.

Outside of work, Michelle enjoys giving back to her community as a member of the National Charity League and Board Member of the Richard D. Davis Foundation for the Developmentally Disabled. She is a first-generation college graduate with a Masters degree in Rehabilitation Counseling from California State University, San Bernardino. She is fueled by her family both as a wife and a mother of two daughters and believes in the importance of making room for humor and laughter in our daily lives. Michelle’s “Why” is her passion to inspire others to invest their time, talents, and skills towards driving meaningful change in their communities and in the lives of others.

Bringing in 40+ years of experience, David has spanned a career working around entrepreneurial environments, building company finance, HR and IT infrastructures as well as developing and growing teams.  Rarely content with the status quo, David’s continuous drive directs a rare blend of abilities to clients’ advantage. Combining acute business foresight with practical strategies, he charts an astute course through all financial climates.  Identifying directions and strongest offerings, David propels businesses towards growth during critical times. He is technologically focused, and is adept at building and streamlining business processes, identifying cost optimizations and revenue enhancements, as well as constant evolving of best practices.

David also prefers opportunities where he can make a difference, well beyond the numbers, where human capital is prioritized.

A native Californian living in Santa Monica, and an alumnus of the University of Southern California (a second-generation Trojan).  David is a Certified Public Accountant (inactive) in the State of California.

William (Bill) Hale is the Executive Vice President and Chief Strategy Officer directing the multiple initiatives the company pursues and is also responsible for the company’s merger and acquisition activity.

Bill has been a Senior Level Healthcare Executive for over 30 years and prior to Redwood had been the President and CEO of Beech Street Corporation, the country’s largest privately owned preferred provider organization and was formerly the President of Community Psychiatric Centers, a 50 hospital chain providing psychiatric, behavioral, mental health and alcoholism and addiction treatment services on inpatient and outpatient campuses. Before his recruitment to Community Psychiatric Centers he was the Senior Vice President of Operations for Charter Medical Corporation, the country’s largest chain of 135 psychiatric, mental health, behavioral, chemical dependency, hospitals, treatment centers, residential centers, and diverse day treatment programs, with locations throughout the United States, Puerto Rico, Switzerland and the UK.

Throughout his career, Bill has routinely served on and chaired diverse Healthcare Boards of Directors and enjoyed long lasting relationships with many Private Equity Investment Firms specializing in Healthcare and worked closely in advisory and consulting roles with the country’s Intelligence Agencies on their Healthcare programs and service needs.

He attended the University of Missouri at KC, Missouri for his Undergraduate work in Business Administration and Sociology and his Graduate Studies in Behavioral Sciences at the University of Iowa.

He is a native Kansas City Missourian and has a deep passion for the KC Chiefs.

His greatest joys in life are his daughters and helping to find ways to improve the lives of diverse populations of people in need of services, support or help.

Sharon joined People’s Care in 2019 as Senior Director of Revenue and Contracts, oversees all rate and contract negotiations, and fleet management. She was previously with Inland Regional Center for 9 years working in resource development in partnership with service providers.  Prior to working at the regional center Sharon was a small business owner for 12 years.

Sharon has a B.A from University of Washington.

Donna joined Redwood Family Care Network in 2021 and comes to us with over 25 years of experience in Human Resources. Donna is new to the Health and Human Services Field. She feels very fortunate to be part of a company that is making such a huge difference in the lives of so many people. Our employees work tirelessly to care for the individuals we serve. It is important to Donna that the employees in the field that are doing such important work receive the service and support they deserve.

Donna oversees a skilled and dedicated team of individuals in Human Resources, Payroll, Safety, Workers Comp, Recruiting and Onboarding. Donna believes good leadership requires guidance, teaching, motivation, listening and appreciation.

Christopher L.Trevilla is the Director of Compliance and Training. Christopher has brought his creative vision, pragmatism, knowledge, and unshakable optimism to bear in his professional career in developmental services, which has spanned over 20 years. From a direct support professional in residential, day camp, and day service settings, to case management for employment services, a disability rights navigator, as a service coordinator as part of the California Regional Center system, a behavior management day program manager, to District Manager for Los Angeles and Orange County Residential operations, Chris has held a variety of roles and responsibilities in his career in the service of children, families, adults, and seniors living with intellectual and developmental disabilities.

Across his career he has worked passionately to improve the quality of life for the hundreds of individuals and families he has had the privilege to serve. Christopher believes that the power of positive relationships make genuine growth and success possible, a formula that has served him well in his many roles, and a formula he plans to bring to bear as the new Director of Training and Compliance for Redwood Family Care Network.

Chris is a Mexican-American organizational and cultural change agent hailing from Whittier, CA. Chris or ‘CT’ has been an active idealist, leader, and organizer across Southern California for several decades, where he has advocated arts access, educational reform, health care, and disability rights. He is a published poet and author as well as experienced multidisciplinary performance artist. An avid reader, Christopher believes knowledge is a privilege best utilized in the service of his fellow man.

Alex Montenegro is a dedicated professional and Board Certified Behavior Analyst, serving individuals with disabilities for over a decade. Over the past 5 years, Alex has passionately focused on creating and implementing training initiatives, drawing from personal experiences as an in-home provider to understand the challenges and needs of the field.

Guided by a commitment to excellence, Alex’s core values center around providing high quality training and leadership to empower professionals in the healthcare industry. With a unique understanding of the challenges faced by those in the field, Alex strives to bridge the gap and elevate the standard of care for individuals with disabilities. As the Director of Learning and Development, Alex is dedicated to shaping a workforce that delivers the highest quality service to meet the unique needs of every individual.

Originally hailing from New York, Karre’s career path began back on the East Coast in special education, where she passionately worked with hard-of-hearing and deaf individuals at the New York School for the Deaf.  Karre’s commitment to the behavioral health field would eventually take her across the country to California.

Once in California, Karre delved wholeheartedly into a 13-year commitment with BCRC, where she became intimately familiar with Applied Behavior Analysis (ABA). At BCRC, the focus was on supporting children and young adults with various diagnoses such as autism, Asperger’s, ADHD, emotional impairment, and intellectual and developmental disabilities. Inspired by her experiences and energized to continue her work helping people with special needs, Karre was an integral force in starting BCRC, a then-solely California-based company in Hawaii.

Since 2008, Karre has progressively been responsible for the strategic planning and day-to-day leadership of CBEM’s critical intervention service with an emphasis on prevention and post-crisis follow-up. As the Chief Operating Officer for CBEM, Karre has built and led effective management teams and established solid partnerships with stakeholders from several Regional Centers. Karre is a collaborative leader who believes in people’s voices being heard and recognizes each person’s strengths as incredibly impactful to both the prosperity and sustainability of an organization.

She completed her undergraduate work in Sociology and Special Education at the University of Arizona. She obtained a Master’s in Special Education with a certificate in Vocational Special Education from San Francisco State University.  Karre attended the Florida Institute of Technology to further her education in Applied Behavior Analysis and successfully completed all the courses necessary to sit for the BCBA exam through the Behavior Analyst Certification Board (BACB). Karre is a Board Certified Behavior Analyst (BCBA).  Karre cares deeply and genuinely for the people CBEM serves.

Justin joins Redwood Family Care Network with over 15 years of leadership experience in healthcare operations, strategy and development. Justin has been responsible for building high performing healthcare operations and service teams in both Orange County and the Inland Empire and is excited to be joining the Redwood Family Care Network. Justin has a passion for servant leadership, building culture and a deep belief in stewardship for people who need special help across the healthcare spectrum. “It’s a privilege to join Redwood Family Care Network, leading People’s Care Behavioral Health and partnering with our team members in delivering exceptional services and support for our developmental and intellectually disabled communities”.

Robyn has worked and served in leadership positions in the Mental Health field since 2010. Robyn graduated from Houston Baptist University with her Masters in Psychology with an emphasis on Counseling. Her previous roles include working in In-Patient Psychiatric Units, private counseling practice, and trauma informed care through work with offending and victim populations. In the role of Administrator, she’s served as Clinical Lead for counseling programs in 2015-2018 and has been in Leadership with CBEM since December 2019. Robyn became Regional Director in January 2022. Robyn also has extensive volunteer experience working with ID/DD populations working with organizations such as Best Buddies, Home Place Adult Residential Facility, Special Olympics, Night to Shine and leading initiatives within church organizations to create inclusivity and belonging for people with disabilities.

Bobbie Scott is an experienced leader with over two decades of experience supporting individuals with developmental disabilities. Bobbie has served in leadership roles as a vendor within various Regional Centers. Currently serving as the Regional Director of Crisis Services, Bobbie’s journey began with a strong commitment to empowering individuals with developmental disabilities.

Throughout her career, Bobbie has been dedicated to serving in leadership positions across a spectrum of services, from day programs to group homes. Bobbie’s dedication to the field has positively impacted the lives of those she serves. In 2019, she embarked on a new chapter with CBEM, initially as the Program Director for CBEM’s Stockton location; and then moved into the role of Regional Director, where she continues to champion and elevate the quality of services provided to individuals with developmental disabilities.

In addition to developmental disabilities services, Bobbie has also spearheaded a housing first program designed to address the unique needs of chronically homeless individuals living with HIV & Aids in Long Beach, California.

Bobbie holds a graduate degree in Marriage & Family Therapy, as well as a graduate degree in Psychology with a focus on Industrial/Organizational psychology. Bobbie is also working towards completing a doctorate degree in Clinical Psychology.
In her spare time, Bobbie enjoys channeling her passion into home renovation projects, trying her hand at gardening, and raising her three children.

Since 2000, Elaine has dedicated her work to supporting the most vulnerable populations in the Human Services field. Over the past 15 years, Elaine has excelled in senior management roles honing her expertise in areas such as strategic planning, leadership development, and quality improvement initiatives. In 2020, Elaine joined CBEM as Regional Director over their Southern California offices.

Her educational foundation includes a Master of Social Work (MSW) degree, with a specialized focus on program development and management. This knowledge has been instrumental leading programs in foster care, crisis services, home-based services, care coordination, and long-term residential care across multiple states in the country (California, New York, Nebraska, Nevada, Florida, and Louisiana).

Beyond her professional pursuits, Elaine finds solace in the outdoors, loves to bake, and relishes in the joys of being a devoted dog mom to two senior pups.

Darian Salazar is the Executive Director of Community Living Operations directing multiple initiatives related to efficiencies of our service delivery and organic growth of Redwood Family Care Network, while keeping quality as his core focus.

Darian has been in Senior Level Healthcare Operations and Management for over 20 years prior to coming to Redwood Family Care Network. After Darian graduated from California State University, Fullerton with a Bachelor’s Degree in Biological Science, Darian entered into the healthcare space where he has remained ever since. Darian’s experience comes from leading various teams specializing in an array healthcare services, which includes pediatric and adult home healthcare, private duty nursing, medical staffing, nonmedical caregiving, and ABA services. Darian brings with him a proven track record of growing healthcare businesses, improving quality, and advocating for the individuals he serves.

Darian has served as a board member for the California Association for Health Services at Home, where he advocated for the developmentally delayed pediatric population. Darian takes great pride in his work and considers it an honor to serve those that are in need of our services.

Outside of work, Darian enjoys going camping and spending time outdoors with his family and friends.

Jose Mendoza has worked in the Health and Human Services Field for over 18 years in various capacities including Case Management, Program Development, and Operations.  Jose brings together a unique mix of clinical and business experience that allows him to take a well-balanced approach between finances and patient centered care.  His time Operations and Program Development enable him to understand the needs of the people we serve while ensuring an outcomes evidence based compassionate approach to care.

Jose is a graduate of the University of Southern California where he completed his degree in Finance with an emphasis in Marketing Psychology.  After starting a career in Finance and Product Development, Jose felt called to begin a new career aimed at helping individuals and families confronting mental health challenges.  Through his work in the Mental Health and Substance Use field, he strives to affect positive change in the lives of our clients and the community.

Mauricio joined the SAILS Group in December 2010 as a Direct Support Professional and advanced through every level of leadership to his current role as Redwood Family Care Network’s Regional Director for Northern and Southern California. Notable accomplishments include his instrumental role in spearheading the establishment of the SAILS WA Residential team as the Administrator Director of Residential Services and his relocation to SAILS Bakersfield where he served as District Manager.

Mauricio’s experience has fostered a deep passion for witnessing personal growth and development of individuals with disabilities. Nurturing strong relationships with individuals, families and agencies has been his approach to fostering successful outcomes.

Building dedicated and passionate teams is the hallmark of Mauricio’s leadership. His unwavering motivation extends beyond his professional endeavors as both a dedicated husband and parent of two beautiful children who serve as his source of inspiration to enhance personally, professionally and strive for positive change alongside others.

The Regional Director for Washington State, Kaitie has over 10 years of experience in the Health & Human Services field. She has worked in various settings, including Hospitals, Behavioral Treatment Centers, and Adult and Children’s homes. Kaitie’s passion for this field was sparked when she served in AmeriCorps NCCC after finishing high school.

Kaitie moved to San Diego with her husband in 2020 and joined the SAILS Group as the Operations Director, before moving into the Compliance Director role for both Washington and California state. After Redwood stepped in, Kaitie continued to support both states before being promoted to the Regional Director role for Washington state in 2022. Kaitie studied Psychology at Dixie State University in Utah and has experience in operations, clinical support, and compliance. Outside of work, Kaitie enjoys photography, graphic design, and outdoor activities, especially since moving to Washington.

Debra Quiroz is the Regional Director for Redwood Family Care Network Arizona.   Since 1994 she has worked in the Health and Human Services Field in Arizona f in various leadership capacities.   After graduating Minnesota State University – Mankato, formerly Mankato State University with a BS in Corrections and Social Welfare, she decided to move to sunny Arizona.  She found the corrections system in Arizona very disheartening and decided to transition her path towards human services where she felt she could have more of a positive impact.

Most of Deb’s time spent outside of work is focused on her family, crafting and true crime documentaries.
