Michael Lawler is Chief Executive Officer of Redwood Family Care Network, an organization fundamentally committed to the philosophy of;  The people we serve always come first.  As the premier provider of supportive care with community and residential services for individuals with developmental disabilities. Redwood stands apart through comprehensive quality programs intended to promote health, safety and independence.  Michael continues his mission and values-driven approach to providing access to care for the broad population of individuals in need.

Prior to joining Redwood Family Care Network; Michael served as President and CEO of Pinnacle Treatment Centers, a leading national provider of SUD addiction services. He joined the Pinnacle team with the belief that we must support those who may not be able to support or have a voice for themselves.

Previously, Michael served as CEO of CHE Behavioral Health Services, where he spent 7 years as a seasoned operator, adding to his more than 30 years of healthcare experience. CHE provides both Psychological and Psychiatric services across a broad spectrum of care sites including physical operations at 1,400 facilities.  Additionally, CHE provides outpatient telehealth services nationally for Psychiatry and Psychology solutions for those with catastrophic disease.

Michael began his career in healthcare at Apria Healthcare with 14 years of service, a national DME, home care and pharmacy services provider in a variety of operations and sales roles culminating as VP of Field Operations. He later moved to Alliance Healthcare Services, a national provider of medical and diagnostic imaging including Medical/Radiation Oncology treatment solutions, where he spent 6 years as VP of Field Operations. He later became the COO of TwinMed, LLC for 7 years, a national medical supplies and services company supporting skilled care, assisted living hospice, outpatient surgery and dialysis centers.

Outside of Michael’s direct operational roles he has served on several healthcare and charitable boards. He continues to be extremely active with legislative activities at both the state and federal level. Michael’s personal life is spent enjoying time with his family, travel, culinary experiences and giving back to the community he serves.

Anthony (Tony) Kueter joined Redwood Family Care Network in 2021 and currently serves as the Chief Operating Officer.

Tony started his career at People’s Care in 2008 as the Chief Operations Officer and held this title for the past 14 years. During this time, People’s Care experienced exceptional improvements in service and support delivery to people with I/DD, which in turn has resulted in substantial growth within the business. Our results have been related to solid leadership, creation of systems and processes that are directly tied to the success of the people we support and fostering a culture of “People First.”

Prior to coming on board with People’s Care, Tony spent 21 years at UPS. He started his first management assignment at UPS in January of 1989 and has been managing ever since. Tony worked his way up the ladder at UPS due to his hard work, ethical standards, and leadership abilities. UPS provided Tony with exceptional management, business, and people skills trainings over the years; UPS was a driving factor for Tony’s success and taught him how to be an effective leader.

In business, Tony’s greatest success has been creating a brand at People’s Care that represents “Quality Service and People First.” Tony is extremely excited to continue building this brand under the Redwood family name. In Tony’s personal life, he is most proud of his family. This includes his wife of 28 years and four boys. His family serves as his rock, his inspiration, and his foundation.

Bringing in 40+ years of experience, David has spanned a career working around entrepreneurial environments, building company finance, HR and IT infrastructures as well as developing and growing teams.  Rarely content with the status quo, David’s continuous drive directs a rare blend of abilities to clients’ advantage. Combining acute business foresight with practical strategies, he charts an astute course through all financial climates.  Identifying directions and strongest offerings, David propels businesses towards growth during critical times. He is technologically focused, and is adept at building and streamlining business processes, identifying cost optimizations and revenue enhancements, as well as constant evolving of best practices.

David also prefers opportunities where he can make a difference, well beyond the numbers, where human capital is prioritized.

A native Californian living in Santa Monica, and an alumnus of the University of Southern California (a second-generation Trojan).  David is a Certified Public Accountant (inactive) in the State of California.

Graham Hoerauf serves as General Counsel at Redwood Family Care Network, where he combines deep legal expertise with a heartfelt commitment to advancing services for individuals with intellectual and developmental disabilities. Drawing on his extensive background in employment law, compliance, and corporate governance, Graham joined Redwood Family Care Network in 2023 to provide strategic legal guidance that supports the organization’s mission and ensures the highest standards of care for the clients our Company is privileged to serve. Graham’s passion for this work is profoundly personal—his daughter’s journey with polymicrogyria inspires his unwavering dedication to advocating for individuals and families navigating complex developmental challenges. He is recognized for his collaborative approach, helping teams across Redwood Family Care Network deliver compassionate, and dedication to legal compliance while ensuring person-centered support for individuals served.

Graham earned Order of Coif honors from University of California, Davis School of Law and graduated with a juris doctorate degree in 2015. He also holds a bachelor’s degree in Legal Studies from Brandman University. He is an active member of the California legal community and continues to participate in pro bono legal opportunities and has been recognized professionally for his achievements in labor and employment law. Through his leadership, Graham continues to drive positive change for people with intellectual and developmental disabilities and their families.

Michelle Mainez serves as the Senior Vice President of Strategy & Quality for Redwood Family Care Network, where she leads enterprise-wide strategic initiatives to advance the organization’s mission of delivering world-class, person-centered services. In this role, Michelle is responsible for organizational performance, project management, and legislative outreach. With more than 30 years of experience in health and human services, she brings a strong track record of driving innovation and quality in supports for individuals with intellectual and developmental disabilities across the lifespan.

Michelle’s career with Redwood began at People’s Care as Executive Director of Community Engagement and Development, where she led legislative advocacy, communications, branding, and co-founded the agency’s Retention and Culture Committee. She later served as Chief Operating Officer, overseeing operations and guiding development efforts in partnership with regulatory stakeholders. In this new chapter of her career, Michelle is focused on supporting current and future organizational leaders to deliver on Redwood’s world-class mission and uphold a culture of excellence.

A first-generation college graduate, Michelle holds a Master’s degree in Rehabilitation Counseling from California State University, San Bernardino. She is active in her community through the National Charity League and high school band boosters. Outside of work, she is a proud wife and mother of two daughters who finds purpose in inspiring others to use their talents to create meaningful change—with a daily dose of humor and heart.

Michael Spivak serves as Senior Vice President of Mergers & Acquisitions at Redwood Family Care Network, where he leads the company’s national M&A efforts. With over 25 years of experience across corporate development, private equity, and healthcare services, Michael brings a disciplined and mission-driven approach to growth, leveraging his extensive experience in strategy, due diligence, valuation, deal execution and integration planning.

Prior to joining Redwood, Michael was a Director of Mergers & Acquisitions at DaVita, a $12 billion revenue publicly traded kidney care company, where he sourced, negotiated, and executed transactions across the U.S., playing a key role in expanding the company’s national footprint. Prior to DaVita, Michael worked in private equity for both Albion Investors and JPMorgan Partners, where he participated in investing, portfolio management, and fundraising activities.

Over the course of his career, Michael has closed more than 150 transactions totaling over $1 billion in value. Michael holds a B.S. in Accounting from Yeshiva University and is a Certified Public Accountant (Inactive).  With a personal connection to the I/DD community, Michael brings a “client first” philosophy to every transaction—believing that long-term value creation must always be rooted in quality outcomes for those served.

Brian joined Redwood Family Care Network, Inc. in 2021 and currently serves as the Vice President of Mergers & Acquisitions. With over 25 years of experience in business development, finance, and mergers & acquisitions in the healthcare industry, Brian is an innovative individual recognized for developing national business relationships, leading organizational change and operational improvements.

As an industry leader, Brian is focused on relationship building, the development and execution of growth strategies, and generating new business opportunities.  Before joining Redwood Family Care Network, Inc., Brian was the Vice President of Business Development for D&S Community Services LP, a regional, home and community-based health and human services provider with over $200 million in revenues based in Austin, TX.  He was responsible for leading the growth initiative throughout the Southeast.

Prior to his position at D&S Community Services, LP, Brian was a Director of Mergers & Acquisitions at Civitas Solutions, Inc., a publicly traded, home and community-based health and human services provider with over $1.3 billion in revenues.  Brian partnered with executives and operating unit leaders to develop, lead, and execute on acquisition growth strategies for Civitas Solution’s portfolio of businesses.

Brian holds an M.B.A. in Finance from the Johnson Graduate School of Management at Cornell University and a B.A. in Philosophy from Boston College.

Sharon joined People’s Care in 2019 as Senior Director of Revenue and Contracts, oversees all rate and contract negotiations, and fleet management. She was previously with Inland Regional Center for 9 years working in resource development in partnership with service providers.  Prior to working at the regional center Sharon was a small business owner for 12 years.

Sharon has a B.A from University of Washington.

Donna joined Redwood Family Care Network in 2021 and comes to us with over 25 years of experience in Human Resources. Donna is new to the Health and Human Services Field. She feels very fortunate to be part of a company that is making such a huge difference in the lives of so many people. Our employees work tirelessly to care for the individuals we serve. It is important to Donna that the employees in the field that are doing such important work receive the service and support they deserve.

Donna oversees a skilled and dedicated team of individuals in Human Resources, Payroll, Safety, Workers Comp, Recruiting and Onboarding. Donna believes good leadership requires guidance, teaching, motivation, listening and appreciation.

Originally hailing from New York, Karre’s career path began back on the East Coast in special education, where she passionately worked with hard-of-hearing and deaf individuals at the New York School for the Deaf.  Karre’s commitment to the behavioral health field would eventually take her across the country to California.

Once in California, Karre delved wholeheartedly into a 13-year commitment with BCRC, where she became intimately familiar with Applied Behavior Analysis (ABA). At BCRC, the focus was on supporting children and young adults with various diagnoses such as autism, Asperger’s, ADHD, emotional impairment, and intellectual and developmental disabilities. Inspired by her experiences and energized to continue her work helping people with special needs, Karre was an integral force in starting BCRC, a then-solely California-based company in Hawaii.

Since 2008, Karre has progressively been responsible for the strategic planning and day-to-day leadership of CBEM’s critical intervention service with an emphasis on prevention and post-crisis follow-up. As the Chief Operating Officer for CBEM, Karre has built and led effective management teams and established solid partnerships with stakeholders from several Regional Centers. Karre is a collaborative leader who believes in people’s voices being heard and recognizes each person’s strengths as incredibly impactful to both the prosperity and sustainability of an organization.

She completed her undergraduate work in Sociology and Special Education at the University of Arizona. She obtained a Master’s in Special Education with a certificate in Vocational Special Education from San Francisco State University.  Karre attended the Florida Institute of Technology to further her education in Applied Behavior Analysis and successfully completed all the courses necessary to sit for the BCBA exam through the Behavior Analyst Certification Board (BACB). Karre is a Board Certified Behavior Analyst (BCBA).  Karre cares deeply and genuinely for the people CBEM serves.

Bobbie Scott is an experienced leader with over two decades of experience supporting individuals with developmental disabilities. Bobbie has served in leadership roles as a vendor within various Regional Centers. Currently serving as the Operations Director of Crisis Services, Bobbie’s journey began with a strong commitment to empowering individuals with developmental disabilities.

Throughout her career, Bobbie has been dedicated to serving in leadership positions across a spectrum of services, from day programs to group homes. Bobbie’s dedication to the field has positively impacted the lives of those she serves. In 2019, she embarked on a new chapter with CBEM, initially as the Program Director for CBEM’s Stockton location; and then moved into the role of Regional Director, and is currently serving as Operations Director.

In addition to developmental disabilities services, Bobbie has also spearheaded a housing first program designed to address the unique needs of chronically homeless individuals living with HIV & Aids in Long Beach, California.
Bobbie holds a graduate degree in Marriage & Family Therapy, as well as a graduate degree in Psychology with a focus on Industrial/Organizational psychology. Bobbie is also working towards completing a doctorate degree in Clinical Psychology.

In her spare time, Bobbie enjoys channeling her passion into home renovation projects, trying her hand at gardening, and raising her three children.

Since 2000, Elaine has dedicated her work to supporting the most vulnerable populations in the Human Services field. Over the past 15 years, Elaine has excelled in senior management roles honing her expertise in areas such as strategic planning, leadership development, and quality improvement initiatives. In 2020, Elaine joined CBEM as Regional Director over their Southern California offices.

Her educational foundation includes a Master of Social Work (MSW) degree, with a specialized focus on program development and management. This knowledge has been instrumental leading programs in foster care, crisis services, home-based services, care coordination, and long-term residential care across multiple states in the country (California, New York, Nebraska, Nevada, Florida, and Louisiana).

Beyond her professional pursuits, Elaine finds solace in the outdoors, loves to bake, and relishes in the joys of being a devoted dog mom to two senior pups.

Jessica Chaparro is a leader in crisis intervention services with over 10 years of experience supporting individuals and communities through complex and diverse settings across California and Fiji. Jessica’s career began in a sub-acute hospital supporting individuals with an array of diagnoses, serving with passion and client dignity in mind. As a Regional Director, she oversees the strategic direction and operational management of crisis response programs across CBEM’s Northwest region.

With a Master’s degree in Behavior Analysis from Pepperdine University, Jessica combines clinical insight with systems-level thinking to lead multidisciplinary teams, develop community-based partnerships, and implement evidence-based practices that prioritize safety, dignity, and recovery. She is recognized for fostering a culture of resilience and accountability within organizations she has served.

Beyond professional responsibilities, Jessica spends her time experimenting with new recipes and baking techniques, and spending meaningful time with family and friends.

Melissa began working with individuals diagnosed with an Autism Spectrum Disorder and/or Developmental Disabilities in 2002. Prior to joining the CBEM team, Melissa started her career in the field of Applied Behavior Analysis and has experience designing and supervising early intensive models of ABA therapy as well as functional adaptive skills training models and crisis intervention. Melissa graduated with her Bachelors in Psychology from National University and completed Behavior Analytic coursework through Florida Institute of Technology. Melissa joined the Clinical Leadership Team at CBEM in 2020 as an Assistant Director, and has contributed to CBEM teams as an Interim Program Director and Program Director. Melissa became a Regional Director in 2024. Melissa has a passion for empowering individuals with disabilities and fostering supportive work environments.

In addition to her professional expertise, Melissa is a devoted mother to three children and enjoys spending time outdoors, loves to cook, and listen to music.

Les Parker joins Redwood Family Care Network as Vice President of IDD Community Living, bringing 28 years of progressive leadership experience across the IDD and Community Living field. Having served in nearly every role—from DSP and Case Manager to Regional Director and Vice President—Les has led programs in Texas, Washington, Nevada, and California. His expertise spans HCBS, ICF, and specialized residential services, with a strong record of zero-deficiency surveys, program growth, and high satisfaction among individuals served and staff. A seasoned operator and advocate, Les has consistently exceeded financial targets while enhancing service quality through innovative strategies and people-centered leadership.

As a thought leader, Les has contributed to statewide workgroups and legislative advocacy efforts to strengthen IDD services and elevate the DSP profession. He holds a Bachelor of Science in Psychology from the University of Mary Hardin-Baylor and is a decorated U.S. Army veteran. Les is dedicated to building high-performing teams and advancing a culture of compassion and excellence. Outside of work, he enjoys coaching youth sports and spending time outdoors with his family.

Marissa Marti brings more than a decade of leadership experience in Health and Human services, regulatory compliance, and program operations to her role as Regional Director. She has successfully led regional programs supporting children, adults, and families with complex needs, consistently prioritizing trauma-informed care, organizational excellence, and high-quality service delivery.

Marissa holds a Master’s degree in Psychology and has directed large-scale program expansions and implemented strategic workforce development initiatives across a variety of service settings. She takes pride in her collaborative leadership style, dedication to person-centered practices, and an ability to foster high-performing, mission-driven teams.

Outside of work, Marissa enjoys traveling to new destinations and spending quality time with her husband, family, and their beloved dog.

Mauricio joined the SAILS Group in December 2010 as a Direct Support Professional and advanced through every level of leadership to his current role as Redwood Family Care Network’s Regional Director for Northern and Southern California. Notable accomplishments include his instrumental role in spearheading the establishment of the SAILS WA Residential team as the Administrator Director of Residential Services and his relocation to SAILS Bakersfield where he served as District Manager.

Mauricio’s experience has fostered a deep passion for witnessing personal growth and development of individuals with disabilities. Nurturing strong relationships with individuals, families and agencies has been his approach to fostering successful outcomes.

Building dedicated and passionate teams is the hallmark of Mauricio’s leadership. His unwavering motivation extends beyond his professional endeavors as both a dedicated husband and parent of two beautiful children who serve as his source of inspiration to enhance personally, professionally and strive for positive change alongside others.

The Regional Director for Washington State, Kaitie has over 10 years of experience in the Health & Human Services field. She has worked in various settings, including Hospitals, Behavioral Treatment Centers, and Adult and Children’s homes. Kaitie’s passion for this field was sparked when she served in AmeriCorps NCCC after finishing high school.

Kaitie moved to San Diego with her husband in 2020 and joined the SAILS Group as the Operations Director, before moving into the Compliance Director role for both Washington and California state. After Redwood stepped in, Kaitie continued to support both states before being promoted to the Regional Director role for Washington state in 2022. Kaitie studied Psychology at Dixie State University in Utah and has experience in operations, clinical support, and compliance. Outside of work, Kaitie enjoys photography, graphic design, and outdoor activities, especially since moving to Washington.

Debra Quiroz is the Regional Director for Redwood Family Care Network Arizona.   Since 1994 she has worked in the Health and Human Services Field in Arizona f in various leadership capacities.   After graduating Minnesota State University – Mankato, formerly Mankato State University with a BS in Corrections and Social Welfare, she decided to move to sunny Arizona.  She found the corrections system in Arizona very disheartening and decided to transition her path towards human services where she felt she could have more of a positive impact.

Most of Deb’s time spent outside of work is focused on her family, crafting and true crime documentaries.
